Unlike the educational documents that are attested by the HRD, personal documents are attested by the Home Department. If such a document needs attestation from the MEA, it is required that the concerned state's Home Department or GDA, where the concerned document originated, attest it first.
In states like Andhra Pradesh, Delhi, Gujarat, Karnataka, Madhya Pradesh, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh and many other smaller states, Earth Lingua has a network of facilitators who are experts in getting the Home Department Authentication done.
The Home Department oversees the authenticates of personal documents. Incase of documents that are issued by private organisations, then the Home Department or the GDA of the concerned states needs to validate them in the presence of witnesses.
The HRD has designated desk across all states to undertake such attestations. Some of the documents that are required for HRD to attest are the Application form(s), passport size photos, educational certificates in original, Address and Identity proofs (copy of Voters ID, Aadhar Card, Passport etc) and all the relevant mark sheets issued. Upon satisfying itself with the authentication of these documents, the HRD gives is clearance enabling the applicant to move to the next step.
